Section 314.048 - Certificates
The municipality may:
(1) issue assignable certificates payable to the municipality or the purchaser of the certificates stating the liability of the property and the owner of the property for the payment of assessments; and(2) set the terms of the certificates, including the time of payment, conditions of default, and date of maturity.
