Tex. Transp. Code § 284.207

Section 284.207 - Attendance on Hearing
(a) The peace officer or toll road agent who alleges a violation is not required to attend the hearing.
(b) The failure of a person charged with an offense to appear at the hearing is considered an admission of liability for the violation.
