Section 21.053 - Annexation Petition Hearing; Notice(a) On receipt of a petition under Section 21.052, the board shall set a date, time, and place to hold a hearing on the petition. The date may not be later than the 20th day after the date on which the board receives the petition.(b) In addition to the notice required under the open meetings law, Chapter 551, Government Code, the board shall publish notice of the date, time, place, and purpose of the hearing in one or more newspapers with general circulation in the district and in the county to be annexed.(c) Any person may testify at the hearing for or against annexation of the county to the district.(d) At the conclusion of the hearing, the board shall determine if an annexation election should be held in the county to be annexed.Tex.
