(a) A person aggrieved by the action of the department in refusing to grant or renew a commercial propagation permit or in cancelling a permit may appeal within 20 days of the final action of the department to a district court of Travis County or the county of his residence.(b) The appeal shall be by trial de novo as are appeals from the justice court to the county court.Tex.
