Tex. Loc. Gov't Code § 232.151

Section 232.151 - Applicability

This subchapter applies to a county that:

(1) contains a municipality with a population of more than 500,000 ;

(2) is adjacent to an international border; and

(3) contains more than 30,000 acres of lots that have remained substantially undeveloped for more than 25 years after the date the lots were platted.
