Section 91.0301 - Loans for Visual Aids(a) The department may establish a program to make loans to finance the purchase of technological aids for persons with visual disabilities. Interest on the loans may not exceed 10 percent a year.(b) The executive commissioner may promulgate rules to administer the loan program.Tex. Hum. Res. Code § 91.0301
