Tex. Hum. Res. Code § 40.033

Section 40.033 - Merit System

(a) Subject to rules adopted by the executive commissioner, the department may establish a merit system for its employees.

(b) The merit system may be maintained in conjunction with other state agencies that are required by federal law to operate under a merit system.
