Section 571.007 - Delegation of Powers and Duties(a) Except as otherwise expressly provided by this subtitle, an authorized, qualified department employee may exercise a power granted to or perform a duty imposed on the department.(b) Except as otherwise expressly provided by this subtitle, an authorized, qualified person designated by a facility administrator may exercise a power granted to or perform a duty imposed on the facility administrator.(c) The delegation of a duty under this section does not relieve the department or a facility administrator from responsibility.Tex.
