Tex. Health & Safety Code § 401.117

Section 401.117 - Construction Limitation

The commission shall prohibit major construction relating to activities to be permitted under a license issued by the commission to process or dispose of low-level radioactive waste from other persons until the requirements in Sections 401.113 and 401.114 are completed.
