Tex. Health & Safety Code § 293.002

Section 293.002 - Applicability

This chapter applies only to a county that:

(1) is not served by a hospital district or a public hospital;

(2) borders the county in which the State Capitol is located; and

(3) has a population of more than 100,000 but less than 300,000.
