(a) Except as prohibited by federal law or regulation, the department may collect fees for the services provided directly by the department or through approved providers in accordance with Subchapter D, Chapter 12.(b) The executive commissioner by rule shall adopt standards and procedures to develop and implement a schedule of allowable charges for program services.Tex.
