Section 571.026 - Quorum; Vote Required(a) A majority of the membership of the commission constitutes a quorum.(b) A vacancy on the commission may not be considered in determining the membership of the commission for the purpose of a quorum.(c) An action or recommendation of the commission requiring a vote of the commission is not valid unless:(1) the action or recommendation is approved by a record vote taken at a meeting of the commission with a quorum present; and(2) except as otherwise provided by this chapter, the action or recommendation receives an affirmative vote of a majority of the membership of the commission.Tex.
