Where the district lies wholly in one county, the directors shall not, after the completion of the improvements, employ any attorneys as legal advisers of the district or an engineer for such district, or any other employes, except with the concurrence and consent of the commissioners court of such county; and the compensation paid by any such attorney, engineer, or employe so employed shall be fixed by the directors subject to the approval of the commissioners court.
