As used in this chapter, unless the context otherwise requires:
(1) "Commissioner" means the commissioner of health or the commissioner's designated representative;(2) "Department" means the department of health; and(3) "Hemophilia" means a bleeding tendency resulting from a genetically determined deficiency factor in the blood.
