The amendments to §§ 57-4-101, 57-4-102, 57-4-201, 57-4-203 and 57-4-301, made by Chapter 444 of the Public Acts of 1987, shall not apply in counties having a population of:

according to the 1980 federal census or any subsequent federal census.
