Notwithstanding any other law to the contrary, the legislative branch of state government and the judicial branch of state government maintain control of the state buildings occupied predominantly by the legislative branch and the judicial branch, respectively. For purposes of this section, the second floor of the state capitol and the portion of the ground floor of the state capitol occupied by the senate clerk's office is considered a state building occupied predominantly by the legislative branch and is controlled as described by § 4-8-101(a)(2) and (3).
