(a) At the conclusion of the hearing, the commission shall promptly prepare a report which shall contain its findings of fact and its recommendations on the issues presented by the notice and complaint of formal proceedings and the answer thereto, if any.(b) Upon its completion, the commission shall promptly serve a copy of its report upon the judge.SDCL tit. 16, ch. 1A, app TO CHAPTER 16-1A, III, 14
