(a) At the time and place set for hearing, the commission shall proceed with the hearing whether or not the judge has filed an answer or appears at the hearing. Commission counsel shall present the case in support of the charges in the notice of formal proceedings.(b) A verbatim record shall be kept of the proceedings of the hearing.(c) At the hearing before the commission, not less than five members of the commission shall be present when the evidence is produced.SDCL tit. 16, ch. 1A, app TO CHAPTER 16-1A, III, 8
