The hazardous waste assistance account is hereby created in the state treasury. The following moneys shall be deposited into the hazardous waste assistance account:
(1) Those revenues which are raised by the fees imposed under RCW 70A.218.020 and 70A.218.030;(2) Penalties and surcharges collected under chapter 70A.214 RCW and this chapter; and(3) Any other moneys appropriated or transferred to the account by the legislature.
