Section 69.10.055 - Rules(1) The department shall enforce and carry out the provisions of this chapter and may adopt the necessary rules to carry out its purpose.(2) The adoption of rules under the provisions of this chapter are subject to the applicable provisions of chapter 34.05 RCW, the administrative procedure act.
