The county commissioners may, in their discretion, insert once each year in one or more newspapers of general circulation, published in the county wherein such lands are located, an advertisement listing any or all of the said lands purchased at such county treasurer's sales, and for which the period of redemption has expired, and informing the public that offers for the purchase at private sale of any of such lands will be given consideration.
