Immediately after the appeals are over, the commissioners, acting as a board of revision, or the board for the assessment and revision of taxes, as the case may be, shall proceed to regulate the assessments, according to the alterations made, and shall cause their clerks to make fair duplicates thereof, in such form as the commissioners or board may direct.
