The act approved the sixteenth day of May, one thousand nine hundred thirty-five (Pamphlet Laws, one hundred sixty-six), as amended by the act approved the twenty-first day of June, one thousand nine hundred thirty-five (Pamphlet Laws, four hundred ten) shall continue in force and effect only as to those taxpayers who have heretofore taken advantage of that act by paying the first installment within the installment period provided for in section one, paragraph (a) thereof, and have not become in default and shall not become in default in meeting any subsequent installments provided for in that act, and who continue to liquidate their delinquent tax obligations under that act: Provided, however, That if said taxpayer desires any tax lien or judgment entered of record to be satisfied, he shall be liable for costs as provided in section ten of this act. All other acts and parts of acts general, local, and special, inconsistent herewith, be, and the same are, hereby suspended during the time this act shall be in effect.
