Section 3606 - State institutions; payment of surplus into State Treasury

Any and all surplus funds, held by boards of trustees of State institutions, or by any officer of any of said boards, from whatever source derived, other than patients' or inmates' funds, and not specifically appropriated for expenditure by an act of Assembly, shall be paid into the State Treasury by such board or officer, on or before the thirty-first day of May, one thousand nine hundred and twenty-nine, for the use of the Commonwealth; and the receipt of the State Treasurer, evidencing such payment into the State Treasury, shall forever discharge such board of trustees, or the officer thereof, from any liability to account for the amount so paid.

All payments heretofore made by the board of trustees of any State institution, or by any officer thereof, from any such surplus fund, are hereby ratified, confirmed and validated.
