All reports or notices, now required by law to be made or given to any department, board, commission or officer, in connection with the performance, by such department, board, commission or officer, of any function transferred by this act to another department, board, commission or officer, shall, after the effective date of this act, be made or given to the department, board, commission or officer succeeding to such function, and every penalty for failure to make or give such report or notice shall continue in full force and effect.
