71 Pa. Stat. § 1192
The Superintendent of the Pennsylvania State Police shall be appointed by the Governor for a term of four years from the third Tuesday of January next following the election of a Governor and until his successor shall have been appointed and qualified. The officers and enlisted men of the State Police Force shall receive an increase of one hundred and twenty dollars per annum after one year's service, and an additional increase of one hundred and twenty dollars per annum during continuous service for each of the following three years, and an additional increase of sixty dollars per annum during continuous service for each of the following two years: Provided, That this section shall not apply to the Superintendent of the Pennsylvania State Police and the deputies, chiefs, statisticians, clerks, experts, and other assistants engaged in the work of the Pennsylvania State Police who are not members of the State Police Force, and whose compensation under existing law is fixed by the Superintendent of the Pennsylvania State Police with the approval of the Governor.
