Nothing in this act contained shall be construed to prevent departmental administrative boards or commissions of this Commonwealth from selling surplus products of the soil, meats, live-stock, timber, or other materials raised or grown upon, or taken from, property of the Commonwealth, as may now or hereafter be provided by law.
