The Secretary of Agriculture is hereby authorized and directed to appoint as an Expert Tree Crops Advisor a person who shall meet the qualifications as to education, experience and knowledge relative to the propagation or growing of trees bearing crops, especially nut trees, as the said secretary shall determine. Such person so appointed shall hold office during the pleasure of the said secretary and until a successor is appointed, and shall receive such compensation as shall be fixed by the said secretary and, in addition, shall be paid all expenses incurred incident to the performance of the duties hereinafter imposed.
