It is the intention of the General Assembly that this act shall be construed to be inconsistent with and, therefore, to repeal any and all laws of this Commonwealth, heretofore enacted, fixing the salaries of officers of, and persons connected with or employed in or by, every administrative department, board, commission, bureau, division, or other agency of the State Government, except the Department of the Auditor General and the Treasury Department and the bureaus and divisions thereof.
