From and after the said tenth of May next the fees on patenting, in all cases in which fees are by law receivable, shall be ten dollars for each and every patent that shall issue, and shall be paid to the state treasurer, who shall give duplicate receipts for the same, one of which shall be deposited with the secretary of the land office before the issuing of the patent; and the enrollment of the patent shall thenceforth be done without additional fees, under the direction of the said secretary, who shall also possess all the powers, and perform all the duties, so far as the same relate to the papers to be deposited in his office, hitherto appertaining to or directed by law to be performed by the master of the rolls.
