The board may issue, without examination, a temporary permit to practice veterinary medicine to an applicant for admission to the examination provided such applicant meets all conditions and requirements relating to the qualification of applicants for a license to practice veterinary medicine and provided further any person applying for a temporary permit shall associate himself or herself with a licensed doctor of veterinary medicine and his or her work shall be limited to the practice of the licensed doctor of veterinary medicine and he or she shall not participate in any practice or operation of a branch office, clinic, or allied establishment.
