The Department of Property and Supplies, with the approval of the Department of Forests and Waters, is hereby authorized to purchase and lease lands and buildings, to construct new buildings, alter, improve or replace existing buildings, construct sewage treatment plants, reservoirs, water supply systems, electrical and other facilities and to alter, improve or replace existing sewage treatment plants, reservoirs, water supply systems, electrical and other facilities and to purchase and install all necessary equipment for the Pennsylvania Maritime Academy, as shall be approved by the Governor and the Navigation Commission for the Delaware River.
