Any councilman or township commissioner, who by his vote, causes to be appointed any person as a fire apparatus operator of any municipality contrary to the provisions of this act, or any councilman, township commissioner or members of the commission, who wilfully refuses to comply with, or conform to the provisions of this act, shall be deemed guilty of a misdemeanor, and, upon conviction thereof shall be sentenced to pay a fine not exceeding one hundred dollars ($100), or suffer imprisonment not exceeding three (3) months, or both.
