The township, or any registered elector or taxpayer of the township on its behalf, or any officer or person whose account is settled or audited by the township auditors, may appeal from the settlement or audit to the court of common pleas within forty-five days from the date of the filing of the auditors' report with the clerk of the court of common pleas.
