There is hereby established, in cities of the second class A, the office of collector of taxes. Said collector shall be elected in the same manner, at the same times, and for the same term, and shall take office the same time, as the mayors of said cities under existing laws. The first election under this act shall be held in the year one thousand nine hundred and twenty-nine. No such collector shall be eligible to serve for more than two terms in succession.
