To provide regulations and specifications for the construction and arrangements, maintenance, alteration and inspection, of proper, adequate, and safe means and appliances to prevent the spread of fire, and to enable the occupants to escape safely in case of fire, in all existing buildings used for the purposes set forth in paragraph (f) of this section.
