Section 25007 - Cellar floors and walls to be damp and waterproof

Every new tenement house shall have all walls, below the ground level, and all cellar or lower floors, made damp-proof and water-proof. Such damp-proofing and waterproofing shall run through the walls, and up the same as high as the ground level, and shall be continued throughout the floor; and the said cellar or lowest floor shall be properly constructed, so as to prevent water and dampness from entering.
