It shall be unlawful, after the first day of July, one thousand nine hundred and seven, for the controller of any city of the second class to audit and approve the warrants for, or for the city treasurer to pay the salary of, any person in the classified service, unless the controller shall have previously received notice from the civil service commission that the persons named thereon have been legally appointed.
