The employment, care, management, administration and supervision of the affairs of such park police officers shall be confided to the Department of Parks and Recreation and such park policemen, while performing their duties in the public parks, shall be under the authority of the Director of the Department of Parks and Recreation and while performing duties outside the confines of the public parks shall be under the authority of the Director of the Department of Public Safety.
