The Department of Water shall be under the charge of a director, who shall be the head thereof. The operation, construction, alteration, repair and maintenance of the water works, owned and controlled by the city, the supply and distribution of water, and the supervision of all officers and employees deemed proper for the purpose of carrying out the provisions of this act, shall be under the jurisdiction of this department.
