All moneys applicable to sinking fund purposes shall be deposited in separate accounts, to the credit of the Sinking Fund Commission of such cities, in such depositories as shall be selected by such cities, and said commission shall require satisfactory security from all depositories to protect it from any loss by reason of making deposits therein.
