Section 22223 - Qualifications of members; ineligibility for certain other offices; disclosure of interest in pending measures

Members of council shall have been residents of the city, or of adjacent territory annexed to the city, for at least three years before their appointment or election; they shall reside in the city during their term of office, and shall not at the same time hold any other office, position, or employment under the Government of the United States, the State of Pennsylvania, the said city, or county in which it is situate, except that of notary public, commissioner of deeds, officer in the National Guard of Pennsylvania, officer or director in any national or state bank or trust company, or membership on any commission for public works or improvements, where such employment is without pecuniary compensation. They shall not, while members of council, hold any office, position, or employment in any corporation holding or applying for franchises from the city. A member who has a personal or private interest in any measure or bill, proposed or pending before the council, shall disclose the fact to the council, and shall not vote thereon, nor take part in any discussion of the same. Any councilman violating any of the provisions of this section shall thereby forfeit his office.
