All laws or parts of laws now in force requiring the receiver of taxes in the city of Philadelphia to publish the names of all delinquent taxpayers, shall be so construed as to apply to the taxes upon real estate in the said city of Philadelphia, and upon personal property only when the assessed valuation of the latter shall amount to or exceed one hundred dollars.
