Said contract or contracts shall be paid by the city treasurer, in equal monthly payments, upon warrants drawn by the aforesaid board of health; and the mayor, select and common councils of the city of Philadelphia are hereby authorized and directed to provide for the expenses authorized by this act in their respective annual tax levies.
