No room in any dwelling-house, rooming-house, or tenement-house, which is used for sleeping purposes, shall be occupied or permitted to be occupied at any time by more occupants than would permit for each occupant over twelve years of age at least four hundred cubic feet of air space, and for each occupant under twelve years of age at least two hundred cubic feet of air space.
