Any person who violates any of the provisions of this act, or refuses to comply with any of the requirements or regulations of the board of health, made in accordance with the provisions of this act, shall be deemed guilty of a misdemeanor, and, upon conviction, shall be punished by a fine of not less than five dollars ($5.00) nor more than one hundred dollars ($100.00).
