Such musical bureau shall be under the direction, supervision, and control, of a chief of the bureau, to be appointed by the Director of the Department of Public Welfare, and such deputy and other assistants, clerks, stenographers, and employes, as may be fixed by the council of such cities, and at salaries, or other compensation to be designated by ordinance and appropriation.
