It shall be lawful from time to time to advance any money in the general fund to any loan fund, or to use any money in the general fund for any purpose for which a loan shall have been authorized, and the corporate authorities shall not be required to issue any bonds authorized to be issued until it is necessary to repay to the general fund such advances or to replenish such loan fund or funds. It shall also be lawful from time to time to make temporary advances, in anticipation of the collection of revenue, from any loan fund to the general fund.
