The director of public health shall have the power to appoint an assistant director, who, in the absence or incapacity of the director to act, shall possess all the powers and perform all the duties of the director until the incapacity or inability of the director is removed or until a new director is appointed and qualified as hereinbefore provided. The director shall also appoint such other officers and employes as may be provided for by ordinance.
