Section 12162 - Powers of council with reference to departments(a) The council shall have power to organize and, from time to time, reorganize any department of the city government.(b) The council shall provide by ordinance for the proper and effective conduct of the affairs of the city by the mayor and several departments and boards thereof, including all necessary expenditures, but shall not pass any ordinances directing or interfering with the exercise of the executive functions of the mayor, departments, boards, or heads of departments or officers thereof.1919, June 25, P.L. 581, art.
